Plot Rundown
This one opens with a surprisingly eerie prologue: a navigator named Rupert and his crew get attacked at sea by a glowing green fog and a full-on ghost pirate ship. Their ship is destroyed, leaving Rupert stranded. Not exactly the cheery Scooby intro you’d expect.
Meanwhile, the Mystery Inc. gang hop aboard a luxury cruise—because Fred’s parents decided to treat everyone. Fred is, naturally, mortified by his folks’ nonstop wholesome affection. (Nothing scarier than parental hugs in front of your friends, right Fred?)

But things get weird fast: Rupert drifts onto their ship babbling about real ghost pirates, a billionaire named Biff Wellington literally jetpacks onto the boat, and a cloaked magician called Mr. Mysterio starts hypnotizing people. Character Rundown 👻
Fred Jones (Frank Welker) – Poor Fred. All he wants is to solve mysteries and look cool in front of the gang. Instead, his parents keep showering him with public affection, embarrassing him at every turn. He still takes charge when things get serious, but this time his “trap energy” is directed at actual glowing-eyed pirate zombies.
Daphne Blake (Grey DeLisle) – Daphne is in full “document the vacation” mode early on but becomes more proactive once things turn dark. She’s sharp here, throws the mop up to Shaggy in that hilarious mast fight, and keeps her head level when everyone else is freaking out.
Velma Dinkley (Mindy Cohn) – Velma’s usual “I don’t buy it until I see it” logic is tested hard here. She’s the first to notice the suspicious technology hidden on the pirate ship, which blows the mystery wide open. She gets some good skeptical one-liners about Mr. Mysterio too.
Shaggy Rogers (Casey Kasem) – Shaggy is Shaggy. He’s terrified of everything, eats constantly, and accidentally saves the day. His highlight? The mast fight, where he goes full mop-wielding pirate swatter while screaming in terror. Classic Shaggy chaos.
Scooby-Doo (Frank Welker) – Scooby backs Shaggy as usual—terrified, hungry, but somehow clutch when needed. His comedic high point is threatening Mr. Mysterio with tickles until he reverses the hypnosis. Yes, Scooby-Doo literally weaponizes tickling. 🐾

Biff Wellington (Ed Gilbert) – A billionaire with a jetpack and way too much ego. He’s convinced he’s destined to become a legendary pirate captain, which is all thanks to Mysterio’s hypnosis. He’s unmasked as Captain Skunkbeard and rants like a lunatic about invincibility.
Mr. Mysterio (Tim Conway) – From the second he shows up in black robes and a fedora, you know he’s trouble. He hypnotizes the ship’s guests, manipulates Biff into believing he’s a reincarnated pirate, and wants the Heaven’s Light orb all for himself. He’s basically the brains of the operation—until Scooby tickles him into submission.
Fred’s Parents (Edie McClurg & Tim Matheson) – The sweetest embarrassment squad. They dote on Fred, call him “Freddy” in front of his friends, and are generally too wholesome to exist. They get kidnapped by the pirates, but their presence makes Fred more relatable than usual.
Captain Crothers & Sunny St. Cloud – Cruise staff. Crothers is your classic “stern sea captain,” while Sunny is a bubbly hostess with the most “cartoon character” name possible. They add to the “mystery cruise” gimmick, but once real pirates show up, they kind of fade into the background.

This movie is peak mid-2000s Scooby. The comedy is broad, Shaggy and Scooby get goofy costumes (a two-headed chicken—because of course they do 🐓🐓), but the vibe leans surprisingly eerie when the fog rolls in. It also leans into Pirates of the Caribbean-style adventure, which fits the time period.
Fred’s parents are genuinely sweet comic relief, and Rupert is basically “skeptical adult who’s secretly right.” Sunny St. Cloud is as cartoony as her name, and Mr. Mysterio is pure “obvious shady guy in a fedora.”

Final Thoughts
Honestly? This is one of the better Scooby movies from that era. It balances creepy pirate imagery with fun chase sequences, some solid comedy beats (Shaggy and the mop fight gag kills every time), and a Bermuda Triangle plotline that gives it a bigger scope than usual.
Yes, the villain reveal is predictable (rich guy obsessed with treasure + suspicious magician? Come on), and the “orb of power” plot is goofy even by Scooby standards. But the atmosphere, songs, and ghost pirate designs make this a fun ride.

Later that night, the glowing fog returns and real ghost pirates board the cruise ship. They kidnap Fred’s parents, forcing the gang into action. The pirates demand Rupert guide them to the Heaven’s Light, a mystical golden orb hidden in the Bermuda Triangle.
The gang uncovers suspiciously advanced technology on the pirate ship (hint, hint). They disguise themselves in space suits to stall the pirates, but it backfires. Cue a frantic chase set to a catchy soundtrack.
During the climax, Scooby and Shaggy end up cannon-launched into the ship’s mast. Shaggy, armed with a mop Daphne tosses up, accidentally swats pirate after pirate off the mast in slapstick glory.
Eventually, the gang nets the pirates and unmasks Captain Skunkbeard—surprise, it’s Biff Wellington, convinced he’s a reincarnated pirate. His partner? Mr. Mysterio, revealed as the first mate, who had hypnotized the ship’s crew and passengers to play pirates. Their motive: greed. The Heaven’s Light orb? Pure gold.
But then the Bermuda Triangle itself “rebels”—the seas quake, the orb has to be dropped back into the ocean, and the pirates’ scheme literally sinks. Mysterio gets forced to reverse his hypnosis (by Scooby threatening to tickle him, no joke). Everyone reverts back to normal, including Fred’s mom, who had been forced to “walk the plank.”
The gang sails away to Miami, bad guys tied up, case closed.
